The Professional Services Review (PSR) Scheme protects the integrity of Medicare and the Pharmaceutical Benefits Scheme (PBS) by ensuring that public revenue is expended on medical services that are clinically relevant. The Health Insurance Amendment (Professional Services Review) Bill 2010 is intended to increase the efficiency and effectiveness of the PSR Scheme. The changes do not alter the purpose of the scheme but instead improve administration and address evidentiary issues. The PSR Scheme is a peer-review process for reviewing ‘inappropriate practice’ by certain practitioners who provide Medicare or PBS services.
The proposed amendments in this Bill are a response to recommendations 4, 9 and 12 of the 2007 Review of the PSR Scheme and to issues raised by the Federal Court in Daniel v Health Insurance Commission and Others [2003] FCA 772.
How to comment on the Bill
The Bill is scheduled for introduction in the 2010 Winter Parliamentary sitting (which commences on Tuesday 11 May 2010). The Commonwealth Department of Health and Ageing is inviting comments from interested stakeholders on the exposure draft of the Bill by Thursday 6 May 2010.
