Applications not approved for ESS
A total of 10 applications were not approved for ESS. The reasons why applications were not approved were:- Current sanctions in place at a service: The Aged Care Act 1997 (the Act) and the Extra Service Principles 1997 (the Principles) specify that, if the applicant has been a provider of aged care, the applicant must have a “very good record” of conduct and compliance with its responsibilities as a provider (paragraph 32-4(1)(c) of the Act and section 14.19 of the Principles). Where sanctions are issued, this criterion is not considered to be met.
- Very competitive region or state/territory with a high proportion of ESS: A competitive assessment of applications was conducted under section 32-5 of the Act where:
- the total proportion of ESS places in a state or territory (if approved) was likely to exceed the 15% limit for the state or territory; or
- the total proportion of ESS high care places in a region (if approved) was likely to exceed the calibrated ratio for the region by more than 5%.
- Insufficient places: ESS could not be granted where applicants did not have a sufficient number of residential care places at the relevant service, including where a provider applied for new residential care places in the 2011 ACAR, but these places were not been approved.
